The USEPA is planning to have the e-Manifest system up and running.  Under RCRA all hazardous waste shipped for disposal must be documented on a Uniform Hazardous Waste Manifest Form.  In October 2015, EPA will be moving from carbonless paper copies to electronic forms.

Why is this important?  Once EPA has the e-manifest system up, paper manifests will be harder to use.  EPA may charge extra fees for using paper.  As we move toward paperless manifests, it is important for companies to plan for electronic document retention and have this available for inspections.

It is also important to note that until DOT updates its regulations, a paper copy of the manifest will still be required to meet DOT purposes. EPA is working closely with DOT to ensure that the new e-Manifest system will continue to meet DOT needs, as well as the needs of first responders.
