House Bill 2641 passed the U.S. House of Representatives on March 6, 2014 and aims to streamline federal agency coordination on environmental permitting under the National Environmental Policy Act (NEPA).  Proponents of the bill point to a proposed wind farm off the coast of Massachusetts that has been in the permitting process for 12 years and already spend $65 million to obtain the necessary permits.  The bill limits the time an agency has to review a permit application, and provides a provision in which a project is automatically approved if the reviewing agency does not act within their review period.  The White House has threatened a veto of the bill if it passes the Senate, where it is expected to meet opposition.
