Kentucky has sent a white paper to EPA Administrator Gina McCarthy in order to present Kentucky’s Energy & Environment Cabinet’s ideas regarding existing power plants and ways to control and reduce carbon dioxide emissions.  The white paper can be found here.

Dr. Peters, Secretary of the Energy & Environment Cabinet, asserts that this white paper is merely a “starting point” to begin discussions regarding a yet to be proposed rule under Section 111(d) of the Clean Air Act.  According to Dr. Peters, the Cabinet wanted to provide comments regarding the rule prior to the rule being formally proposed.  The Cabinet feels that submitting comments prior to the proposed rule will allow the Cabinet to have their voice better heard.

As you might know, NRDC previously issued a report regarding their views on promulgating regulations on Section 111(d).  Kentucky asserts that NRDC’s proposals would cost the state most of their coal-related jobs.  Kentucky published their white paper as a potential alternative to some of the ideas expressed in the NRDC report.
