Did you know that amendments to the Spill Prevention, Control, and Countermeasure (SPCC) Rule (40 CFR 112) include streamlined procedures for smaller facilities?  Specifically, the SPCC rule allows for streamlined procedures for Tier I and Tier II Qualified Facilities.  In summary, to qualify as either a Tier I or Tier II facility: the total aboveground oil storage capacity at your facility must be 10,000 gallons or less; and three years prior to the plan no single discharge of oil to a navigable water way or adjoining shoreline exceeding 1,000 gallons or two discharges of oil to navigable waters or adjoining shorelines each exceeding 42 gallons within an 12-month period could have occurred at the facility.  The regulations further distinguish between Tier I and Tier II facilities.  These streamlined procedures can save time and expense when developing an SPCC at your facility.  More information can be found at: http://www.epa.gov/oem/docs/oil/spcc/qualfac_fs.pdf.
