Tier 2 Hazardous Chemical Inventory Reporting Season is here. Kentucky Emergency Management (KYEM) has released an updated version of the Commonwealth of Kentucky EPCRA “How to Comply” Packet. This document is a great reference for Kentucky facilities subject to Tier 2 reporting.
Tier 2 Reporting opens January 1st and must be completed no later than March 1st. The “How to Comply” Packet describes the steps required to be compliant with Kentucky and EPCRA regulations for the calendar year 2014. Owners or operators of facilities that are subject to the OSHA Hazard Communication Standard and use, produce, and/or store a Hazardous Chemical and/or an “Extremely Hazardous Substance” (EHS) in excess of the “Threshold Quantity” (TQ) must report as described.

- Kentucky specific instructions for Tier2 reporting have been updated in the Commonwealth Of Kentucky’s EPCRA “How to Comply” Packet. This document is available for download at: http://kyem.ky.gov/programs/Pages/SARATitleIII.aspx.
- The computer program which facilities will need to use to create an electronic Tier2 report is called Tier2Submit2013. It is available for download from EPA’s website at: http://www.epa.gov/oem/content/epcra/tier2.htm.
- Kentucky will require electronic reporting and payment through the following website: https://secure.kentucky.gov/kyem/tier2submission.
